ÎÚÑ»´«Ã½less Education Program: ARP-ÎÚÑ»´«Ã½less Grants for LEAs

In response to the coronavirus (COVID-19) pandemic, the United States Department of Education (USED) provided the ÎÚÑ»´«Ã½ of the State Superintendent of Education (OSSE) federal funding to support local education agencies (LEAs) in mitigating effects of the coronavirus pandemic on children and youth experiencing homelessness. The American Rescue Plan Elementary and Secondary School Emergency Relief – ÎÚÑ»´«Ã½less Children and Youth (ARP-HCY) Fund will serve as a resource to help LEAs:

  • REENGAGE students who have been disconnected due to the COVID-19 pandemic
  • Connect students to RESOURCES such as transportation, housing, medical care, etc.
  • RECOVER student learning

OSSE created two LEA grants from this funding: ARP-ÎÚÑ»´«Ã½less I and ARP-ÎÚÑ»´«Ã½less II. The period of availability for both grants is March 13, 2020, through Sept. 30, 2024. OSSE administered $474,484.50 in ARP-ÎÚÑ»´«Ã½less I funding to nine LEAs that were current McKinney-Vento ÎÚÑ»´«Ã½less Assistance Act (MKV) grantees. ARP-ÎÚÑ»´«Ã½less II funding allocations for LEAs were based on each LEA’s fiscal year 2020 (FY20) Title I-A allocation and the greatest number of students identified as experiencing homelessness in either the 2018-19 or 2019-20 school year. OSSE administered $1,423,990.50 in ARP-ÎÚÑ»´«Ã½less II funding to 37 LEA grantees.

Use of ARP-ÎÚÑ»´«Ã½less I & II Funds for LEAs
Eligible LEAs may use ARP-ÎÚÑ»´«Ã½less I funds for the following spending priorities:

  • REENGAGE students who have been disconnected due to the COVID-19 pandemic
  • Connect students to RESOURCES such as transportation, housing, medical care, etc.
  • RECOVER student learning

Examples of use of funds include increasing capacity by hiring staff, dedicating resources (e.g., transportation, technology, temporary housing), and planning partnerships and wraparound services with community-based organizations, among other strategies. described in Title VII-B of the McKinney-Vento ÎÚÑ»´«Ã½less Assistance Act (MKV) also apply to ARP-ÎÚÑ»´«Ã½less Fund.
