Adjusted Cohort Graduation Rate Guidance

On Oct. 29, 2008, the US Department of Education finalized rulemaking that established a uniform graduation rate calculation required for all states. In December 2010, the ��ѻ��ý of the State Superintendent of Education (OSSE) issued guidance which provided a framework for understanding the rules established by the US Department of Education pertaining to the calculation of the adjusted cohort graduation rate (ACGR) and its implementation. This guidance document builds upon previous versions and serves as the sole local guidance for the graduation rate calculation.

This document serves the following purposes

Defining the ACGR;
Clarifying the steps taken by OSSE in collaboration with local education agencies (LEAs) to identify the ninth-grade cohort;
Outlining the process for identifying student outcomes; and
Specifying the documentation that LEAs are required to maintain and submit to OSSE to verify student outcomes.

The most recent ACGR Policy Guide supersedes all prior ACGR guidance. It should be used in conjunction with other metric calculation confirmation and entry and exit code guidance.

The 2023 update includes additional scenarios to support LEA decision making and addresses:
Issues raised to LEA Liaisons in 2022, such as transfer and exit guidance for exchange students;
Alignment with updates to related policies such as entry and exit guidance, data validation, and metric calculation confirmation, such as the use of the federal at-risk definition and instances with independent schools;
Changes in OSSE systems and processes, such as state cohort entity structure (Maya Angelou settings) and Automated Data Transfer (ADT) or Application Programming Interface (API); and
Nomenclature changes to align with OSSE’s current conventions and programming.

DC Child Care Subsidy Program: Payment Error Report

Child care providers that participate in the DC Child Care Subsidy Program are required to review and reconcile their monthly pay statement to ensure the accuracy of each payment. Child care providers should complete the Payment Error Report and submit the form to the ��ѻ��ý of the State Superintendent of Education’s (OSSE’s) eligibility monitoring unit by the fifth business day of the month following the month in which the payment was received.

OSSE’s English learner policies are provided in the publication Delivering Education Services to English Learners. The following updates have been made since the latest release in February 2024:

WIDA Alternate Screener: The WIDA Alternate Screener is an English language proficiency assessment for K-12 students with the most significant cognitive disabilities to help determine if students are ELs. The screener is available beginning in the 2025-26 school year.
WIDA Alternate ACCESS Exit Criteria: OSSE has established an EL exit criteria for students administered the WIDA Alternate ACCESS assessment, an English language proficiency test that measures the English language skills of students with the most significant cognitive disabilities. OSSE has monitored and evaluated the performance of ELs with the most significant cognitive disabilities on the assessment to determine when students no longer need EL services to succeed in the classroom. Based on analysis of students’ performance on the assessment conducted by WIDA and OSSE, the EL exit criteria will be a Proficiency Level 4 (PL4) on the WIDA Alternate ACCESS for students in grades K-12, beginning with the 2024-25 school year administration.
Less than Four Domains Exit Criteria: OSSE has an established process for approving student exemption from completing one or more domains of the statewide English language proficiency assessment, ACCESS for ELLs or WIDA Alternate ACCESS. In the rare event that a student’s disability prevents them from accessing all four domains (Listening, Speaking, Reading, and Writing) of the assessment, an individual student can be exempted from a specified domain or domains of the ACCESS for ELLs or WIDA Alternate ACCESS assessment.

The Child Care Licensing Unit Report is a report released by the Division of Early Learning’s Licensing and Compliance Unit on a monthly basis listing all of the licensed child development facilities in the District of Columbia, which includes all licensed child development centers, homes, and expanded homes. The report lists information about each licensed facility like the facility’s name, address, license number, primary contact, phone number, the number of infants and toddlers served, etc.

Unless specifically exempted, every child development facility, regardless of the name by which the facility is designated, must be licensed to operate a childcare facility in the District of Columbia.

The following child development services are exempt from obtaining a license to operate a Facility:
Occasional babysitting in a babysitter’s home or a child’s home for the children of one family;
Care provided in a child’s home by a caregiver paid for by a child’s family;
Care provided for more than one child in a Nanny-Share, as defined in this chapter;
Informal or occasional parent-supervised play groups;
Adult gyms or clubs that provide temporary babysitting as a benefit in order for members to utilize services;
Adult education programs that provide child care services while parent(s) are on the same campus as the child attending a class or education program for a temporary period of time;
Child-centered businesses that solely provide sessions, classes or activities including, but not limited to, tutoring, music, dance, sport, or art, while parent(s) or guardian(s) remain on the business’ premises;
Care provided in places of worship during religious services;
Care provided by a related person, as defined in this chapter;
Facilities operated by the Federal Government on Federal Government property, except that a private entity utilizing space in or on Federal government property is not exempt unless Federal law specifically exempts the Facility from the District of Columbia’s regulatory authority;
A District of Columbia public school or public charter school providing education services to children in grades pre-K-3 through grade 12 during a full school day;
A private school providing education services to children in grades pre-K- through grade 12 during the a full school day;
A community-based organization providing only pre-K education services to pre-K age children pursuant to the Pre-k Act and funded by OSSE;
Facilities that provide only before school care, only after school care, or only summer camp to school age children; and
Facilities otherwise exempted by law.
