Child Development Facilities Listing

The Child Care Licensing Unit Report is a report released by the Division of Early Learning’s Licensing and Compliance Unit on a monthly basis listing all of the licensed child development facilities in the District of Columbia, which includes all licensed child development centers, homes, and expanded homes. The report lists information about each licensed facility like the facility’s name, address, license number, primary contact, phone number, the number of infants and toddlers served, etc.

Unless specifically exempted, every child development facility, regardless of the name by which the facility is designated, must be licensed to operate a childcare facility in the District of Columbia.

The following child development services are exempt from obtaining a license to operate a Facility:
Occasional babysitting in a babysitter’s home or a child’s home for the children of one family;
Care provided in a child’s home by a caregiver paid for by a child’s family;
Care provided for more than one child in a Nanny-Share, as defined in this chapter;
Informal or occasional parent-supervised play groups;
Adult gyms or clubs that provide temporary babysitting as a benefit in order for members to utilize services;
Adult education programs that provide child care services while parent(s) are on the same campus as the child attending a class or education program for a temporary period of time;
Child-centered businesses that solely provide sessions, classes or activities including, but not limited to, tutoring, music, dance, sport, or art, while parent(s) or guardian(s) remain on the business’ premises;
Care provided in places of worship during religious services;
Care provided by a related person, as defined in this chapter;
Facilities operated by the Federal Government on Federal Government property, except that a private entity utilizing space in or on Federal government property is not exempt unless Federal law specifically exempts the Facility from the District of Columbia’s regulatory authority;
A District of Columbia public school or public charter school providing education services to children in grades pre-K-3 through grade 12 during a full school day;
A private school providing education services to children in grades pre-K- through grade 12 during the a full school day;
A community-based organization providing only pre-K education services to pre-K age children pursuant to the Pre-k Act and funded by OSSE;
Facilities that provide only before school care, only after school care, or only summer camp to school age children; and
Facilities otherwise exempted by law.

2025-26 School Year: LEA Requirements Calendar

The OSSE LEA Requirements Calendar is a centralized planning tool designed to help local education agencies (LEAs) stay informed about key deadlines, submissions, and other required actions throughout the school year.

LEAs should use this calendar as a reference tool to support planning and coordination, but it should not be used as the sole source of information. For the most accurate and up-to-date requirements, always refer to direct communications from OSSE program teams and official guidance documents.

Student Discipline Data Collection Guidance

OSSE collects discipline data from LEAs each year for the annual Discipline Report. LEAs submit their data by completing the OSSE Discipline Data Collection Template and submitting it via the Integrated Data Submission Tool (IDST).

The data elements included in this annual collection fulfill the following local and federal reporting requirements:

Reporting pursuant to Section 209 of the Students Fair Access to School Act Amendment of 2018, effective Aug. 25, 2018 (DC Law 22-157; DC Official Code § 38-236.09) (the Fair Access Act);
Reporting pursuant to Section 202 of the Pre-K Student Discipline Amendment Act of 2015, effective June 23, 2015 (DC Law 21-12; DC Official Code § 38-236.09);
DC School Report Card;
EDFacts Federal Reports; and
Annual Performance Report pursuant to the Individuals with Disabilities with Education Act (IDEA).

OSSE and LEAs have distinct responsibilities to meet the above reporting requirements accurately and on time. Pursuant to DC Official Code § 38-236.09(c)(1), LEA or entity operating a publicly funded community-based organization (CBO) shall provide statutorily mandated discipline data, as set forth in DC Official Code § 38-236.09(b), in the form and manner prescribed by the OSSE. The data will be collected on a rolling basis, beginning November 19, 2021, and requires LEAs and pre-K CBOs to provide comprehensive data on all disciplinary incidents and actions that occurred with each upload to the IDST.

Quorum: Online Professional Development Resource

NOTICE: Free access to SmartTeach (formerly known as Quorum) sponsored by OSSE will end Oct. 31, 2025.

SmartTeach is an online professional development platform available to all early childhood educators and administrators who work in early childhood programs licensed by the ��ѻ��ý of the State Superintendent of Education (OSSE). Early childhood educators and administrators can access Quorum for free through Oct. 31, 2025.

To access SmartTeach, visit login.app.teachingstrategies.com.

Effective Nov. 1, OSSE will no longer support access to SmartTeach at no cost for early childhood educators and program administrators. Early childhood educators and administrators will not be able to access their SmartTeach accounts, complete coursework, or download certificates or transcripts.

All early childhood educators and program administrators should do the following before Nov. 1, 2025:

Complete required health and safety trainings. Early childhood educators and administrators must complete health and safety training every fiscal year. Early childhood educators and administrators have until Sept. 30, 2026 to complete the required health and safety trainings for fiscal year 2026 (FY26), but are encouraged to complete the required health and safety trainings via SmartTeach by Oct. 31, 2025. More information on SmartTeach courses educators and administrators can complete to meet this requirement is available here.

Additionally, early childhood educators who are currently completing coursework via Quorum to obtain or renew a Child Development Associate (CDA) should do the following before Nov. 1, 2025:

Complete all required clock hours (120 hours if you are working to obtain a CDA for the first time and 45 hours if you are working to renew your CDA) by Oct. 31. Early childhood educators who do not complete the required hours or training by Oct. 31 should contact the ECE Help Desk for support connecting with a free CDA program. Several CDA programs are available to DC early childhood educators at no cost. The ECE Help Desk can help answer questions and direct educators to the program that meets their needs.

DC Child Care Subsidy Program Training Dates

The ��ѻ��ý of the State Superintendent of Education (OSSE) hosts trainings for subsidized child care providers and eligibility workers each fiscal year. These trainings are designed to support child care providers and eligibility workers to understand and implement key policies, procedures and requirements related to the DC Child Care Subsidy Program. Trainings will take place in person or online. In-person trainings will be held at OSSE headquarters located at 1050 First St. NE. Registration details for each session will be sent to child care providers and eligibility workers from OSSE.DELCommunications@dc.gov. For questions, email OSSE.Subsidy@dc.gov. Note: Dates are subject to change.
