Alberts with the 2026 DC Teacher of the Year Award at School Without Walls High School in Ward 2. Mayor Bowser was joined by State Superintendent Dr. Antoinette S. Mitchell, DC Public Schools (DCPS) Chancellor Lewis D. Ferebee, Deputy Mayor for Education Paul Kihn, and School Without Walls students and staff to surprise Mr. Alberts with the award.

“Congratulations to Christopher Alberts for being named the 2026 DC Teacher of the Year. Mr. Alberts brings incredible creativity, leadership, and heart to his work, and he lifts up the entire School Without Walls community through music and the arts,” said Mayor Bowser. “We are so proud to celebrate Mr. Alberts, and we’re grateful for the passion he brings to School Without Walls every day.”

Mr. Alberts is the Director of Performing Arts and a music educator at School Without Walls High School in Foggy Bottom. He has taught orchestra, jazz ensemble, stage band, general music, and digital music production for 16 of his 21 years as an educator. He holds a Bachelor of Music in Music Education from Howard University and a Master of Arts in Teaching.

“As an educator, I believe learning should never be confined to the four walls of a classroom. Some of the most transformative experiences happen when students engage directly with the world, through performance, dialogue, service, and cultural exchange,” said Mr. Alberts in his application for 2026 DC Teacher of the Year. “This belief drives how I design instruction and lead the Performing Arts Program at School Without Walls High School. I make it a priority to connect students to their community in deliberate, powerful ways that expand their sense of purpose and possibility.”

A four-time Grammy Music Educator Award nominee, Alberts believes in pushing students beyond their perceived limits by creating joyful, challenging, and culturally meaningful learning environments. His teaching philosophy centers on access, equity, and the belief that music is a bridge to confidence, community, and deeper learning. Whether composing original music, curating interdisciplinary concerts, or leading cultural exchange trips, he strives to create experiences that empower students to grow, lead, and dream big through the arts.

The ÎÚÑ»´«Ã½ of the State Superintendent of Education (OSSE) administers the DC Teacher of the Year program, and the prestigious honor comes with a $7,500 prize. The award is open annually to a DCPS or public charter school teacher who is an expert in their craft, as demonstrated in three areas: accelerated growth for all students; leadership beyond the classroom by partnering with colleagues, students, families, and communities to support innovation in teaching and learning; and championing the teaching profession.

“We are proud to recognize Mr. Alberts as being among the best educators in the nation,” said State Superintendent Dr. Mitchell. “He demonstrates the meaningful change that is possible for students when they are taught by a committed educator.”

“Mr. Alberts embodies the values we strive to instill in our scholars at SWWHS and across DC Public Schools,” said DCPS Chancellor Dr. Lewis D. Ferebee. “The enthusiastic endorsement of Principal Isaac, his School Without Walls High School colleagues, and most of all, his students, speaks to the positive impact Mr. Alberts leaves on those he inspires through his work every day. I look forward to Mr. Alberts’ continued leadership as he represents DC on the national level.”

This year, U.S. News & World Report named School Without Walls as the #1 high school in Washington, DC. According to DC School Report Card data, nearly all students at the school approached, met, or exceeded expectations in ELA and 91.7 percent of students approached, met, or exceeded expectations in math. Nearly all students at School Without Walls graduated within four years of their first ninth-grade year and nearly all 12th-grade students participated in an AP, IB, or Dual Enrollment course.

School Without Walls also boasts a dynamic and thriving performing arts department under the leadership of Mr. Alberts, with 45 percent of students enrolled in music education this school year. A range of programming includes ensembles, groups, and clubs for students interested in performing, including orchestra, stage band, jazz band, concert choir, gospel choir, dance ensemble, drama club, and more.

“His artistry, leadership, and unshakable belief in his students make him not only deserving of this honor, but exactly the kind of educator we need to lift up in this moment,” said School Without Walls Principal Sylvia Isaacs.

Mr. Alberts will receive an additional $5,000 to support professional development opportunities during his one-year term as the 2026 DC Teacher of the Year. In addition to being named DC Teacher of the Year, he is now in the running for the 2026 National Teacher of the Year Award, which is administered by the Council of Chief State School ÎÚÑ»´«Ã½rs (CCSSO).

Since 2021, DC has had three finalists for National Teacher of the Year: Jazzmyne Townsend (2025), Jermar Rountree (2023), and Alejandro Diasgranados (2021).

In addition to naming Mr. Alberts the 2026 Teacher of the Year, OSSE also named two 2026 DC Teacher of the Year finalists:

Kiara McCalvin, French Teacher at Howard University Middle School of Mathematics and Science Public Charter School

Chris Gleditsch, U.S. Government Teacher at KIPP DC-College Prep Public Charter School

For more information on the DC Teacher of the Year program, visit osse.dc.gov/service/district-columbia-teacher-year.

Mayor Bowser X: @MayorBowser
Mayor Bowser Instagram: @Mayor_Bowser
Mayor Bowser Bluesky: @MayorBowser
Mayor Bowser Facebook: facebook.com/MayorMurielBowser
Mayor Bowser YouTube: https://www.bit.ly/eomvideos
Mayor Bowser LinkedIn: linkedin.com/in/mayorbowser

Thu, 16 Oct 2025 15:33:11 +0000 lynn.romano 1802381 at /release/mayor-bowser-announces-christopher-alberts-2026-dc-teacher-year-during-surprise-celebration#comments Mayor Bowser to Celebrate School Without Walls, Named #1 High School in DC by US News & World Report /release/mayor-bowser-celebrate-school-without-walls-named-1-high-school-dc-us-news-world-report

Wednesday, October 15, 2025

(Washington, DC) – On Thursday, October 16, Mayor Muriel Bowser will be joined by District education leaders to celebrate School Without Walls for being named the #1 high school in Washington, DC by U.S. News & World Report. The updated assessments will use high-quality content provided by the Smarter Balanced Assessment Consortium.

DC educators provided input that helped shape a shorter, more personalized assessment experience that will give teachers timely feedback and ensure every student can show what they know. DC CAPE 2.0 also features expanded testing accommodations and additional resources for educators to clearly link assessment results to academic performance throughout the year.

“DC CAPE 2.0 puts students at the center of the effort to assess what they know,” said State Superintendent Dr. Antoinette S. Mitchell. “By using adaptive solutions and real-time resources, we’re cutting down on testing time and giving teachers the insights to lift every student. We are excited to move forward with this transition while continuing to maintain DC’s rigorous academic standards.”

With DC CAPE 2.0, the District continues to build upon advances in assessments in the past decade and evolve our assessment system to better measure student knowledge and support academic acceleration. The District launched the DC Comprehensive Assessments of Progress in Education (DC CAPE) in 2024. The statewide assessment in spring 2027 will remain DC CAPE, but with design and content enhancements through the consortium model that will increase resources for teachers that accelerate student learning.

Key benefits of this new partnership:

Tailored testing experience through computer-adaptive design: Providing more precise information about student progress, Smarter Balanced's computer-adaptive design adjusts the difficulty of questions based on a student's performance, while still holding students to grade-level expectations.

Reduced time spent on assessments: The computer-adaptive design also means student performance can be measured more efficiently, which means it will take fewer items and less testing time to produce an overall score.

Leveraging robust Consortium resources to achieve more: By joining Smarter Balanced, the District of Columbia will benefit from collaboration with other states in assessment development, while retaining flexibility to reflect DC-specific priorities.

Enhanced accessibility and accommodations: Smarter Balanced provides accessible assessments that accommodate a variety of needs to ensure all students have an equal opportunity to demonstrate their knowledge and skills.

Instructional resources that help teachers accelerate learning: DC teachers will now have access to instructional resources and interim assessments that are aligned to DC content standards. To provide consistency and familiarity, interim assessments – along with instructional supports and implementation guidance (Tools for Teachers) – will be delivered on the same platform as the summative assessments. These resources provide timely data on student progress throughout the year. Smarter Balanced's Tools for Teachers offers suggested lessons and resources aligned to student results.

Smarter Balanced is a member-led group of states that creates standards-aligned tests and teaching tools. Their system includes adaptive summative and interim assessments plus lesson recommendations that help teachers support students on the path to college- and career readiness.

OSSE will compare results from the 2025–26 school year DC CAPE and the 2026–27 school year DC CAPE 2.0 to make sure trends remain clear as we switch to this new design. This next step ensures that the District of Columbia continues to provide rigorous, fair, and student-centered assessments that measure what matters most for learning.

OSSE shared more background about DC CAPE 2.0 this week with local education agency leaders. Families, educators, and schools can expect regular updates and guidance through the transition year.

For more information on DC CAPE, visit OSSE’s website.

Fri, 10 Oct 2025 14:18:41 +0000 arrien.davison 1801761 at /release/osse-announces-new-dc-cape-20-statewide-assessments#comments Mayor Bowser and Bloomberg Philanthropies Celebrate New Ward 8 Advanced Technical Center and Launch New Health Care Apprenticeship Program, DC HEAL /release/mayor-bowser-and-bloomberg-philanthropies-celebrate-new-ward-8-advanced-technical-center-a-0

Thursday, October 2, 2025

New ATC and DC HEAL Program offer high school students and graduates additional pathways to high-demand health care careers

(Washington, DC) – Today, Mayor Muriel Bowser was joined by Bloomberg Philanthropies and education and health care partners to celebrate the new Ward 8 Advanced Technical Center (ATC) and launch the new District-wide DC Health Care Employment & Apprenticeship Link (DC HEAL) program, which helps Career Technical Education (CTE) and other high school graduates gain hands-on apprenticeships in high-growth health care careers. Both the new ATC and the DC HEAL program are supported by a $9.5 million contribution from Bloomberg Philanthropies.

“For years, we have been focused on making sure every young person in DC has access to high-quality opportunities that prepare them for success after high school — and the ATC embodies that work,” said Mayor Bowser. “With the new Ward 8 ATC and the new DC HEAL apprenticeship program, we are creating new pipelines for students to go from high school to in-demand health care careers right here in DC.”

The Ward 8 ATC, located at the Whitman-Walker Max Robinson Center, opened this school year, expanding the District’s Career and Technical Education by offering more high school students from across the city the chance to earn industry credentials and college credits, complete paid internships, and gain clinical experience in fields like nursing, medical assisting, and emergency medical first response. Like the District’s first ATC in Ward 5, the Ward 8 ATC is administered by the ÎÚÑ»´«Ã½ of the State Superintendent of Education and is open to all DC Public Schools and public charter high school students. ATC students take dual-credit college courses from higher education partners Trinity Washington University and the University of the District of Columbia and engage in paid internships with employer partners in the high-demand fields of health care and cybersecurity.

The new DC HEAL apprenticeship offers CTE high school graduates interested in health care careers direct-to-work opportunities, creating pathways into high-demand roles such as certified nursing assistant and patient care technician. DC HEAL launched in August with five health care employers, including hospitals, skilled nursing facilities, and community health centers across the District. Through DC HEAL, recent graduates are hired for one-year, full-time apprenticeships, gaining hands-on learning, mentorship from practicing professionals, and a living wage.

“We are proud to support the launch of this new technical training center, which will give DC high school students the skills and experiences they need to step into meaningful healthcare careers,” said Howard Wolfson, Education Program Lead at Bloomberg Philanthropies. “This effort builds on our broader commitment to expanding pathways into healthcare — including our $250 million initiative to create new high schools across the country that connect students directly to high-demand jobs. Together, these investments reflect our belief that young people should have multiple, high-quality opportunities to prepare for family-sustaining careers in a field that is essential to our nation’s well-being.”

The District’s first ATC launched as a pilot on the Trinity Washington University campus in August 2022, before moving to its permanent home at the Penn Center in Ward 5 the following school year. The program has seen growing demand since then, with enrollment surging from 96 students from eight schools in the 2022-23 school year to 311 students from 25 schools in the 2025-26 school year. The Ward 5 ATC has now graduated two cohorts of students, and over the first three years of ATC programming, 400 students have earned an impressive 4,658 college credits, saving them approximately $3 million in college tuition.

The new Ward 8 ATC expands opportunities for students in healthcare occupations, including certified medical assistant and emergency medical technician, both of which align to nursing degrees. The inaugural class started in August with 59 students enrolled from 15 participating schools.

DC HEAL is led by the DC Hospital Association and CityWorks DC, in partnership with Whitman-Walker, Cedar Hill Regional Medical Center GW Health, Children’s National Hospital, Forest Hills DC, and Stoddard Baptist Nursing ÎÚÑ»´«Ã½.

“DC HEAL is a long-term investment in DC’s future workforce and represents a true citywide collaboration between skilled nursing facilities, hospitals, clinics, education partners, and community organizations,” said Jaqueline D. Bowens, President and CEO of the DC Hospital Association. “We are proud to partner with businesses, education providers and community leaders to create an education and workforce solution that provides DC residents with pathways to upward mobility, and career opportunities in our health care system.”

“At Whitman-Walker Health, we envision DC HEAL as much more than simply building out a pipeline of future healthcare employees,” said Naseema Shafi, CEO of Whitman-Walker Health. “In fact, we are equally excited to play a part in the education and career advancement of these talented young people, which ultimately plays an important role in advancing the long-term health of the community, especially here in Ward 8.”

CityWorks DC, which builds innovative programs and mobilizes states and industry sectors in the region to create strong, local talent pipelines, is providing direct support to youth, schools, and employers as they collaborate to launch DC HEAL.

DC HEAL and the Advanced Technical Centers expand access to high-quality, hands-on healthcare training and leverage deep partnerships with employers and higher education institutions. They also serve as model examples and core components of the District’s Compact 2043—a unifying strategy to equip every DC student with the skills and credentials needed for higher education and successful, high-growth careers.

Washington, DC offers CTE programs at 32 public high schools, up from ten schools in 2015. Programs available to students across DC include engineering, biotechnology, cybersecurity, nursing, EMT, teacher education and training, auto tech, and much more. And District high school students are taking advantage—CTE enrollment has increased by 90% since 2019.

Mayor Bowser X: @MayorBowser
Mayor Bowser Instagram: @Mayor_Bowser
Mayor Bowser Bluesky: @MayorBowser
Mayor Bowser Facebook: facebook.com/MayorMurielBowser
Mayor Bowser YouTube: https://www.bit.ly/eomvideos
Mayor Bowser LinkedIn: linkedin.com/in/mayorbowser

Thu, 02 Oct 2025 15:56:22 +0000 lynn.romano 1800901 at /release/mayor-bowser-and-bloomberg-philanthropies-celebrate-new-ward-8-advanced-technical-center-a-0#comments Mayor Bowser and Bloomberg Philanthropies to Celebrate New Ward 8 Advanced Technical Center and Launch New Health Care Apprenticeship Program, DC HEAL /release/mayor-bowser-and-bloomberg-philanthropies-celebrate-new-ward-8-advanced-technical-center-and

Wednesday, October 1, 2025

(Washington, DC) – On Thursday, October 2 at 11 am, Mayor Muriel Bowser will be joined by Bloomberg Philanthropies, education and health care partners, and members of the community to celebrate the new Ward 8 Advanced Technical Center (ATC) and launch a new apprenticeship program—DC Health Care Employment & Apprenticeship Link (DC HEAL).

The new ATC, located at the Whitman-Walker Max Robinson Center, opened in August and builds on the success of the first ATC in Ward 5, which began as a pilot program in August 2022 and has now served hundreds of students.
